Four static IPs with Reverse DNS and open port 25 outbound, for mail server?

Good morning,
I've grown tired of my current ISP's so called "static IP" and I'm looking for alternative solutions. When I get static IPs from you (4×IPv4, a static IPv6 block of at least /56), does that also come with the ability to set reverse DNS lookups, and can I initiate traffic outbound through these static IPs with port 25 open, so I can have a fallback egress for my mail server?
(My current ISP has been down for a week, so mail has been patiently waiting but it's also not getting delivered, and that has me quite annoyed.)
